In a major step towards promoting inclusive education and social empowerment, the Government of Jharkhand has entered into a historic partnership with the University Polytechnic, Birla Institute of Technology (BIT) Mesra, Ranchi. The Memorandum of Understanding (MoU), signed at Project Bhavan in Ranchi, is designed to provide free, high-quality technical education to meritorious students belonging to Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) from economically weaker families. This initiative reflects the government’s commitment to ensuring that financial hardship does not become a barrier to higher education. The programme is expected to significantly improve access to engineering education for students from remote tribal villages, forest areas, and underserved districts across Jharkhand. The initiative will begin from the academic session 2025–26 and is being hailed as one of the most significant education reforms in the state in recent years.
Government’s Vision for Inclusive Growth Through Education
The initiative has been launched with the active support and vision of Shri Chamra Linda, Hon’ble Minister of Scheduled Tribe, Scheduled Caste and Backward Class Welfare, Government of Jharkhand. The Welfare Department believes that access to quality technical education can become one of the strongest tools for social transformation and economic development. By extending educational opportunities to students from disadvantaged backgrounds, the government aims to create a skilled workforce capable of contributing to Jharkhand’s industrial growth and India’s expanding technology sector. The scheme reflects the government’s broader objective of promoting social justice, equal opportunity, and sustainable development through education.
Historic MoU Signed Between the Welfare Department and BIT Mesra
The Memorandum of Understanding was formally signed by Shri Jawed Anwar Idrishi, Joint Secretary, Welfare Department, Government of Jharkhand, and Dr. Vijaya Laxmi, Director of University Polytechnic, BIT Mesra. The ceremony was attended by senior government officials and the leadership of BIT Mesra, including Prof. Indranil Manna, Vice Chancellor, Dr. Rajesh Jain, Registrar, Dean Academic Dr. Manish Kumar, and other senior faculty members. Shri K. N. Jha, Secretary of the Welfare Department and one of the principal architects of this initiative, also played a key role in shaping the partnership. During the event, Prof. Manna highlighted the achievements of University Polytechnic and invited senior government officials to visit the BIT Mesra campus to witness its academic and research infrastructure.
₹79.40 Crore Investment to Support 850 Students Every Year
One of the most remarkable features of this partnership is the substantial financial commitment made by the Government of Jharkhand. The state has approved funding of ₹79.40 crore (₹7,939.63 lakh) over the next ten years to support the programme. Under the agreement, the government will bear 85 percent of the institution’s recurring expenses, enabling up to 850 deserving students every year to pursue diploma-level technical education without worrying about tuition fees, hostel accommodation, or mess charges. Students selected under the scheme will receive complete financial assistance, allowing them to focus entirely on their academic and professional development.
Merit-Based Selection Ensures Equal Opportunity
The programme has been designed to identify talented students who may otherwise be unable to pursue higher education because of financial constraints. Eligibility will be determined on the basis of academic merit and annual family income. Students belonging to SC, ST, and OBC communities whose family income is below ₹2.50 lakh per annum will be eligible for consideration. This merit-cum-income model ensures that the benefits reach genuinely deserving candidates while maintaining high academic standards. The scheme sends a strong message that talent and determination should be rewarded regardless of economic background.
BIT Mesra Reinforces Its Commitment to Nation Building
Speaking on the occasion, Prof. Indranil Manna, Vice Chancellor of BIT Mesra, described the agreement as a milestone in the institution’s long history of academic excellence. He noted that BIT Mesra has served Jharkhand and the nation for over seven decades through quality education, cutting-edge research, technological innovation, and meaningful social contributions. According to him, talent exists in every village and every community, but many young people fail to realise their potential due to lack of opportunity. This partnership with the Government of Jharkhand, he said, strengthens BIT Mesra’s mission of making professional education accessible to deserving students from all sections of society.
Empowering Students from Remote Tribal and Rural Areas
Jharkhand is home to a large tribal population, with many students living in geographically remote and economically challenged regions. Access to quality technical education has often remained a challenge due to financial limitations, inadequate infrastructure, and limited educational opportunities. Through this initiative, students from forest hamlets, tribal villages, and backward districts will now have the opportunity to study in one of India’s premier technical institutions. The programme is expected to create a new generation of engineers, technicians, and skilled professionals who can contribute not only to Jharkhand’s development but also to India’s growing technological and industrial sectors.
Future Expansion Plans for University Polytechnic
The MoU also outlines an ambitious roadmap for the future growth of University Polytechnic, BIT Mesra. The Government of Jharkhand has announced plans to expand the intake capacity of the institution in the coming years to accommodate more students. In addition to traditional diploma engineering programmes, new Industrial Training Institute (ITI) trades and several professional courses will also be introduced. The government has further committed to constructing modern hostel facilities and additional academic buildings on the campus to ensure that every admitted student receives a safe, comfortable, and academically enriching environment. These infrastructure developments are expected to significantly enhance the institution’s capacity and educational quality.
Strengthening Jharkhand’s Skilled Workforce
Technical education plays a crucial role in building a competitive workforce capable of meeting the demands of modern industries.
